Combined Synopsis-Solicitation:
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.
(ii) This solicitation, number W911QY25QA022, is issued as a Request for Quotation (RFQ) for a Firm-Fixed-Price (FFP) contract for the renewal of National Instrument software renewal.
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2025-04 effective 11 June 2025.
(iv) This combined synopsis/solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. This is a 100% small business set-aside. The associated North American Industrial Classification System (NAICS) code for this acquisition is 513210 – software publishers with a small business size standard of $47 million in gross revenue. The applicable Product Service Code (PSC) is 7F20 - IT and Telecom - Application Development Software.
(v) Line item numbers, items, quantities (QTY), units of measure (UoM), Period of Performance (PoP) are as follows:
CLIN 0001 – One year license renewal of certain National Instruments software as specified in the attached List of Salient Characteristics. QTY: 1. UoM: Each. PoP: 14-JUL-2025 to 13 JUL-2026.
(vi) U.S. Army Combat Capabilities Development Command, Soldier Center (DEVCOM-SC) requires the annual renewal of certain National Instrument software licenses specified in the List of Salient Characteristics document. Quotes shall include a total price including any shipping costs and all items being purchased. Shipping must be included in the price of the items in each CLIN.
(vii) Delivery is required electronically to U.S. Army Combat Capabilities Development Command Soldier Center (DEVCOM-SC), 10 General Greene Ave, Natick, MA 01760. Delivery Inspection and Acceptance by the Government at FOB Destination.
(viii) The provision at 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services (SEP 2023), applies to this acquisition and is incorporated by reference into this RFQ.
(ix) Quotes will be evaluated in a tradeoff process consistent with FAR 13.106-2. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer will be most advantageous to the Government, price, and other factors considered. The following factors shall be used to evaluate offers:
(A) Technical Capability: The Government will consider if each product offered meets the Government requirements. Please see the attached List of Salient Characteristics for technical requirements.
(B) Price: The Government will consider each offeror’s total price in evaluating offers.
(C) Supplier Performance Risk System (SPRS) Color Score: The Government will consider each offeror’s supplier risk color score in SPRS in evaluating offers. An offeror’s lack of a supplier risk color score in SPRS will be considered neither favorable nor unfavorable.
The Government intends to award a contract without discussions with the Offeror but reserves the right to conduct discussions if determined to be in the best interest of the Government.
(x) Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its quote.
