Specifications include, but are not limited to:PROPOSAL SPECIFICATIONS Section 7.1 – Monitoring/Security for a Community Corrections Center. See the Scope of Services, included as Appendix A. The Office of Community Corrections (OCC) is seeking to provide Monitoring/Security services for male and female offenders at a Community Corrections Center (Center). The Center will provide a variety of sanctions and program services for clients referred by Probation, the Sheriff’s Department, Parole and the Department of Correction (DOC). The Center provides drug testing (via contract with a vendor lab), electronic monitoring (provided by the Office of the Commissioner of Probation (OCP)), substance abuse treatment services, High School Equivalency Credential preparation and training, life skills training, case management and community linkages for referral purposes. (See Attachment A-1). The qualified bidder will provide program monitoring/security services for program participants at the direction of the OCC and program management. All of the monitoring/security services must follow OCC/OCP standards, definitions, protocols and policies. Monitoring Services: Services to be provided for offenders referred by Probation, the Sheriff’s Department, Parole and DOC. Program Monitors must be trained in crisis intervention techniques and safe and sanitary urine specimen collection techniques. Provide security for Center Ensure accountability for participants while participants are at the Center Monitor Center participants in Center at all times including during break times, lunch times, dinner times, etc. Ensure that Center participants remain in the Center for any and all times they are required to be at Center or involved with Center activities Maintain calm and order in Center Resolve conflicts and maintain safe environment in Center Assist in effecting compliance with Center rules and regulations Assist with attendance taking of Center participants Assist with urine specimen collection including assisting with drug testing by means of instant test cup Assist with breath alcohol testing
