Specifications include, but are not limited to: provide program management, intensive case management and program monitoring for juvenile offenders specifically at the Juvenile Resource Center (hereafter JRC) in Worcester, Massachusetts. The JRC will provide a variety of sanctions and program services for clients referred by Probation and the Department of Youth Services (hereafter DYS). The Center must provide drug testing (via contract with an OCC selected vendor), electronic monitoring (provided by the Office of the Commissioner of Probation, hereafter OCP, and the DYS), group counseling services/classes including, but not limited to substance abuse treatment services using cognitive behavioral treatment techniques, groups and classes to address criminal thinking and other criminogenic factors, life skills, conflict resolution and anger management, job skills development and job placement, education services, family engagement, and intensive case management with community linkages for referral purposes.
