The Contractor will conduct personal property collection and valuation updating services on an ongoing basis over the term of this project. The Contractor will discover, list and value all new and existing personal property within the City. Additionally, the Contractor will review and utilize all information received in the form of list process. The Contractor shall conform to the usage classifications of all personal property so described, in accordance with Massachusetts General Laws, Chapter 59 Any system changes required and updated pricing tables shall be the responsibility of the Contractor. The Contractor shall provide all necessary computer and appraisal consulting services to facilitate any system changes. All accounts will be identified as either taxable or non-taxable in accordance with the General Laws of the Commonwealth of Massachusetts. Utility valuation for property use code 504 following the MA Department of Revenue guidelines. The scope of services also includes serving as expert witnesses for the valuation of personal property currently under appeal at the Massachusetts Appellate Tax Board. Additional services include the compilation of sufficient research and analysis to develop an opinion of value and to summarize the research, analysis, and conclusions in a brief report for settlement purposes, and a comprehensive appraisal in self-contained reporting format will be completed for trial. Additionally, the scope of service includes serving as an expert witness for Massachusetts Appellate Tax Board trials for personal property when requested by the department. The contract awardee must be willing and able to serve as expert witnesses in future litigation, please note that rates and fees will be handled by other agreements to be negotiated at a future date.
