1. Contractor shall furnish (hot) bituminous concrete paving mix during the winter months. The City realizes that hot mix may only be available a couple of days per week, weather permitting. Saturday availability of at least one awarded vendor is required. 2. Contractor is to deliver bituminous concrete paving mix as required into trucks owned, hired or designated for the purpose by the City of Worcester. Said trucks will be dispatched to the asphalt mixing plant and be positioned to receive the paving mix directly from the plant. The contractor may also be required to deliver mix to DPWP Street Operations, 29 Albany Street, Worcester, MA in heated body trucks. 3. Materials, composition and preparation of the mixtures and plant requirements shall conform to the standard specifications for highways and bridges, Mass DOT most recent edition. 4. Prices will be evaluated based upon price per ton at the vendor’s plant plus operational costs. All bids will be compared on the following basis: To the bid price per ton at the vendor’s plant will be added the operational cost based upon the round trip from City Hall to the vendor’s plant & back to City Hall, Main Street, Worcester, MA. This adjusted bid price will be used for our bid analysis purpose only. Selected vendors will be required to invoice the City price per ton only. Operational cost has been determined on the basis of the City’s direct cost for hauling. 5. The operational cost shall be computed by multiplying the round trip time by the hauling cost per hour divided by the truck’s capacity in tons. Operating Cost Formula: Operating Cost/Ton = Round Trip (Hrs.) x $ 40.00/Hr. 20 Tons The round trip time has been determined by DPWP for all known possible vendors. The time is rounded up to the nearest 15 minute interval for calculation of the operational cost (see chart A) Example: Company Bid Price = $ 20.00/Ton Trip Time (minutes) = 39 Rounded Up Time (minutes) = 45 = 0.75 Hours Operational Cost/Ton = 0.75 hrs x $40.00/hr 20 Tons = $ 1.50/Ton Adjusted Bid Price = $ 20.00 + $ 1.50 = $ 21.50
