The Executive Office of Technology and Security Services (“EOTSS”) announces its intent to procure services from the US Geological Survey (“USGS”). EOTSS, through its Bureau of Geographic Information (“MassGIS”), participates in the USGS 3D Hydrography Program (“3DHP”). Under the 3DHP program, MassGIS has the option to partner with the USGS and have the USGS conduct this procurement through their Geospatial Product and Service Contracts. EOTSS will choose this option. The USGS partners with state and local governments, as well as other federal agencies on Elevation Derived Hydrography (EDH) data developed from topographical lidar. For this project, EDH data will be developed for approximately 380 square miles surrounding the Manhan River-Connecticut River, MA, watershed area, approximately 167 square miles surrounding the Upper Hoosic, MA, watershed area, and approximately 690 square miles surrounding the Narragansett, MA, watershed area. Project specifications will adhere to the USGS Lidar Base Specification and USGS EDH Acquisition Specifications – 2024 Rev. A2; these specifications are industry standard. By partnering with USGS, MassGIS saves the staff time and effort required to perform quality assurance for the EDH project deliverables, while taking advantage of the USGS extensive staff expertise. The project requirements include acquiring a number of additional data enhancements, including integrating underground stormwater drainage networks and pipeline infrastructure data provided by the Commonwealth, identifying the top of stream bank locations, and revising wetland data to be placed in the public domain for the USGS National Map. These additional data enhancements will benefit both the Commonwealth and USGS.
