The Cable Operations Manager (“COM”) shall report to the Town Administrator through the Board of Selectmen as stated in the Blackstone Town Charter, C5-2 #2 and shall be responsible for the management of all the operations of Blackstone’s cable television program and studio. This includes but is not limited to: • Serving as a liaison between the Town and the cable provider (currently Comcast). • The purchase of necessary cable related equipment, once approved by the Town Administrator. (The town currently has all the equipment needed to do the job) • Filming of meetings and events as directed by the Town Administrator or the Board of Selectmen or by the board’s designee. • The daily (Monday through Friday) posting of all notices on the town’s cable bulletin board; the training of volunteers or workers in the production and cable casting of public; educational and governmental (“PEG”) access programs. • Providing technical advice or assistance to support PEG access activities within the town; managing personnel, resources, equipment, and funds needed for the town’s PEG access program and activities. • Being proactive in meeting with local boards, committees and town-wide groups and organizations in promoting and coordinating local access. • The COM shall provide other cable related services as directed by the Town Administrator and Board of Selectmen. It is anticipated that most service hours will be Monday through Friday, however; the COM must make himself or herself, or a similarly qualified designee approved by the Board of Selectmen, available 365 days a year to cover special events which may occur on weekends and holidays. • It is anticipated that the amount of time needed for this position will range between twelve (12) to twenty (22) hours per week depending upon meeting schedules and special events, with seasonal or periodic variations to be expected. • The COM must provide their own professional vehicle. • The COM must cover all meetings with qualified, trained, professional operators.
