Specifications include, but are not limited to: In May of 2013 the Massachusetts Probation Service (MPS) implemented the use of the Ohio Risk Assessment System (ORAS) and later the Ohio Youth Assessment System (OYAS) and seeks to develop trainers to support its continued use of these risk assessment tools. Training should be provided for up to 36 staff on ORAS and up to 12 staff on OYAS as well as booster training for current instructors, using a training of trainer model. Training to provide an overview of selected tools and offer techniques for administering and scoring each assessment instrument. Training to be provided in person at the MTOC facility in Clinton, MA or local affiliated site and inclusive of all training and materials for instructors in both hard and digital copy. All materials to be used in end user training to be provided in digital format. The MPS seeks additional resources, including but not limited to supplemental on-demand training and technical assistance to support implementation that includes planning and development for end user ORAS/OYAS re-certification and booster training for all current certified ORAS instructors. All training must embrace a culturally competent and inclusive approach. Proposed timelines must be included, and successful bidders will demonstrate a capacity to deliver training with proposed timeline.
