OPM services may be performed for one or more new building construction and/or repair and renovation projects throughout the Commonwealth. The selected OPM will act as an extension to UMASS LOWELL 's staff, including, but not limited to, participation in and review of planning, preparation of studies, design, permitting, public process, building technology, building systems, structure, value engineering, procurement and bidding, construction, and change order review. The OPM shall provide all or a subset of the day-to-day management of the project which will include the integration and coordination of all project components, provision of technical, financial, review, control, problem identification and analysis, and recommendations for solutions and decision making. The major activities of the scope of services may include, but are not limited to the following: 1. Management of the program development phase and coordination of consultants, as required. 2. Management of the architecture/ engineering/ design consultants during final design, including design development, coordination, design review, value management and engineering, advising on building technology, systems operating cost, constructability, and construction phasing. 3. Negotiation with designer and oversight of designer and general contractor or construction manager at risk, including, but not limited to: a. ensuring compliance with Executive Orders 569, 484 and 594. b. assisting in obtaining LEED Certification at a level of silver (or higher). c. Evaluation of whether the design complies with 521CMR, The Rules and Regulations of the Architectural Access Board (http://www.mass.gov/ocabr/government/oca-agencies/dpllp/opsi/consumer-prot-and-bus-lic/license-type/aab/aab-rules-and-regulations.html ), as well as the 2010 ADAStandards for Accessible Design (http:ljwww.ada.gov/regs2010/20lOADAStandards/20lOADAstandards.htm). 4. Management of budget and schedule controls including cost estimating in both Uniformat II to Level 3 and CSI Master format in the design phase. 5. Management of the request for proposal or bid process and recommendation of bid award. 6. Management of owner-held design and construction contracts, including provision of field representation. 7. Relocation, move management, and coordination services. 8. Coordination of building commissioning and contract closeout. 9. Management of project close out, including archive of records one (1) year after occupancy through the state record process. 10. Assisting in project evaluation, including, but not limited to, written evaluations of the performance of the design professional, contractors, and subcontractors. 11. Detailed review and recommendation of requested change orders from contractor/construction manager and requests for additional services from designers or other UMASS LOWELL consultants. 12. Participation in the dispute resolution process at all phases. 13. The OPM must be present on campus at least one (1) day per week and attending the weekly PM staff meetings. 14. Provide analysis and assist in resolution of (i) potential and/or actual designer errors, omissions, or claims. (ii) potential and/or actual construction claims and/or errors; (iii) construction schedule delays analysis and resolution.
