The firm will conduct an appraisal for the acquisition of the parcel as identified. The appraisal must be consistent with the Uniform Standards for Professional Appraisal Practice (USPAP) published by the Appraisal Foundation, and shall comply with the requirements of the Commonwealth of Massachusetts under Massachusetts General Laws Chapter 121B and 760 CMR 12.00. This includes, but is not limited to, the following: Conduct physical inspection of property; Conduct data collection and analysis, including, but not limited to, research and analysis of comparable sales activity; Develop adequate description of physical property characteristics and uses; Determine highest and best uses; Prepare land/site valuation; and Consider three approaches to value. After all project information and appraisal data is collected and prior to the preparation of the appraisal report, the firm will meet virtually with the City in order to review the data, and to discuss preliminary findings and report approach. Upon completion of the appraisal, the firm will provide the City with five (5) copies of a self-contained report for the parcel. These reports shall be bound and delivered to the City’s Project Manager by the time specified in each task order request. Additionally, the selected consultant(s) shall supply a digital copy of the report. If the City requests additional copies, they will be provided to the City at the cost of reproduction only (no markup).
