Specifications include, but are not limited to: The Executive office of Technology and Security Services (“EOTSS”) announces its intent to procure services from the US Geological Survey (“USGS”). EOTSS, through its Bureau of Geographic Information (“MassGIS”), has received a federal grant as part of the USGS 3D Elevation Program (“3DEP”). Under the 3DEP program, rather than receive the grant funding directly, MassGIS has the option to partner with the USGS and have the USGS conduct this procurement through their Geospatial Product and Service Contracts. EOTSS will choose this option. The USGS grant funds acquisition of Quality Level 2 elevation mapping and related deliverable for 3,557 square miles of western Massachusetts. Additionally, MassGIS seeks the following upgrades: Adherence to specifications for Quality Level 1 elevation mapping, fully automated classification of the point cloud, and hydro-enforcement of the digital elevation model. Additionally, MassGIS seeks mapping of all culverts in the project area as linear features. The elevation mapping and deliverables will adhere to the current version of the USGS Lidar Base Specification. Project requirements include acquiring the entire project area in spring of 2024 when there is no snow on the ground, when rivers and streams are in their banks, when there is no standing water in fields, and before the trees have leaves. Expertise and experience required for this project includes experience with elevation mapping over projects with a comparable area, specifications, and requirements in the northeastern United States, the ability to deliver the project upgrades, and the capability to acquire data for the entire project area during the spring before leaves are on the trees.
