The Town is exploring the possibility of introducing a town-wide curbside rubbish and recycling collection program to: Improve service consistency, Increase recycling rates, Reduce neighborhood truck traffic and wear on roads, Potentially reduce individual costs through shared services, Evaluate impacts on the town's Recycling and Trash Center operations and funding. Comparison of curbside vs. Transfer Station. How the possibility of two above services can support each other. The selected firm shall provide a comprehensive feasibility analysis that includes, but is not limited to: A. Data Collection & Analysis Assess current residential trash and recycling habits (volume, frequency, participation rates). Estimate total town-wide waste generation and recycling potential. Evaluate current usage and throughput at the Town’s Recycling and Transfer Station B. Program Options & Scenarios Compare weekly vs. biweekly collection models. Analyze single-stream vs. dual-stream recycling options. Explore collection models (municipal-run, contracted hauler, hybrid). Consider cart-based collection pay-as-you-throw vs. bag/tag systems. C. Financial Impact Assessment Estimate capital and operational costs for each model. Evaluate funding mechanisms (e.g., tax-based, subscription-based, pay-as-you-throw). Identify potential savings for residents and the Town. D. Operational Impact Evaluate effect on the current Recycling and Trash Center (volume changes, staffing, hours). Inter Department use impacts Estimate potential impact on road use and truck traffic. Regulation impacts-what is the Town required to provide E. Environmental and Social Impact Estimate emissions changes (vehicle use reduction). Assess community sentiment and potential resistance/support. F. Recommendations Provide a summary of pros and cons for each option. Provide a results/findings rating matrix Recommend a preferred path forward based on findings. Recommend how the existing Transfer Station and related options can be best utilized.
