Specifications include, but are not limited to: 1. Common fill shall be material removed from the utility trench and shall be friable soil containing no stone greater than 6 inches. The materials shall be essentially free of trash, ice, snow, tree stumps, roots, and organic materials and shall not contain more than 30 percent by weight of silt and clay. It shall be of such a nature and character that it can be compacted to the specified densities in a reasonable length of time. Topsoil and subsoil shall not be considered common fill. 2. Common fill shall be used, compacted as specified, for general grading; as backfill, except as specified herein, and where otherwise indicated on the Drawings and Specifications. B.
