Task 1: PEER REVIEW OF THE SITUATIONAL ANALYSIS by MVPC Near the hiring date of the selected consultant, MVPC will complete a draft Situational Analysis memorandum to assess the ferry service holistically across several topics. The analysis will be presented as a narrative in a memorandum that includes qualitative and quantitative research to consider factors related to transportation, community and economic development, and environmental impact. The selected respondent will provide a brief peer review, offering any comments or proposed revisions to the methodology and/or visualizations of the situational analysis. This section will be used to guide operational and infrastructure needs, described in more detail later in this RFP. This task is critical to help the selected consultant become familiar with potential benefits, risks and opportunities for the ferryboat and create a framework for the Operational Needs Assessment (Task 2) and Infrastructure Needs Assessment (Task 3).
