The targeted area of coverage includes the Merrimack River frontage in the five participating municipalities. The area of interest includes the two boom site locations chosen by the municipality along the riverbank, totaling at ten (10) river booms across the project area. The Merrimack River Cleanup Project considers three main produced services in this IFB: • (Service 1): The vendor is to place two (2) containment booms at the beginning of the project in each of the five participating municipalities. • Booms must be properly anchored, and strategically installed in locations that effectively catch floatable trash and debris floating downstream. • All booms must be clearly marked, including visibility considerations, and must meet all applicable Coast Guard and Commonwealth of Massachusetts requirements. • (Service 2): The Vendor is to service the booms once per month, removing all floating debris from the site. • Vendor will collect and bag waste from each site to be given to municipality for proper disposal. Proper disposal of all waste will be provided through in-kind contributions from municipal staff. o Trash and debris may consist of but is not limited to: Recyclable trash and debris such as bottles and cans Non-recyclable trash and debris such as Styrofoam, plastic litter, and clothing Other floating solid waste captured by the containment booms Municipalities will be responsible for providing the vendor appropriate medical sharps containers for the collection of medical waste to be disposed of by the municipality o All removed trash and recyclable materials will be responsibly disposed of per municipal and State guidelines by municipal partners. • The Vendor will provide monthly reports on booms and collected debris, which will detail the dates, times, container volume, and description of total debris removed from booms. • (Service 3): At the end of the season in November, booms must be removed from the river by the Vendor and will be transported and stored by the municipality until the start of the following season. • Proper Massachusetts boat registration will be required to complete this work.
