1. MS4 Inventory and Data Management a) Determine System Vulnerability Factors (SVFs) for all outfalls covered by the Town’s MS4 permit. b) Identify which outfalls require wet weather outfall testing, based in part on the SVF analysis. c) Conduct all required outfall testing as determined by SVF and regulatory requirements. d) Prepare a comprehensive report documenting: • The methodology used to determine SVFs • SVF values for each outfall • A list of outfalls requiring testing • Testing results for each applicable outfall f) Provide a budgetary cost estimate and proposed scope of work for identifying the Town’s Key Junction Manholes, a task anticipated as a 2028 permit requirement. 2. Dalton Storm Sewer System Documentation a) Map and confirm interconnections across the Town’s entire storm sewer network. b) Update the Town’s ArcGIS storm sewer system map to accurately reflect interconnections and linkages between all catch basins, manholes, storm drains, and outfall points. 3. Documentation and Compliance Support a) Review the Town’s current MS4-related policies, procedures, annual reports, and plans, including but not limited to the Notice of Intent (NOI) and Stormwater Management Plan (SWMP), and recommend any updates and/or additions necessary to ensure full compliance with the current MS4 permit. b) Develop or revise a written Illicit Discharge Detection and Elimination (IDDE) Program that meets current permit requirements and is tailored to the specific conditions and needs of the Town. c) Update the Town’s WordPress-based website, as needed, to ensure public accessibility to all MS4-required materials, including: • Annual reports • Public education materials • Program documents d) Evaluate Dalton’s current data recording and reporting system and compare with alternative approaches for catch basin cleaning data capture, reporting and tracking. In the comparison note cost, ease of use, error rate of each approach, ease of generating annual report, and whether trend analyses are supported. Please also comment on which variables beyond those below should be tracked: • Volume of material removed (total solids) • Percentage of sump volume filled for each basin Please include in your evaluation integrated data capture systems such as Fulcrum or Collector for ArcGIS. d) Evaluate the Town’s existing system for recording and reporting catch basin cleaning data. Compare it to alternative systems based on key factors such as: • Cost of implementation and maintenance • Ease of use for field and administrative staff • Accuracy and error rate • Ability to generate required annual reports • Capability to support trend analyses over multiple years The evaluation should include consideration of integrated data capture platforms such as Fulcrum and Collector for ArcGIS. Additionally, assess whether other variables beyond the following should be tracked to improve program effectiveness and permit compliance: • Volume of material removed (total solids) • Percentage of sump volume filled for each basin Provide a summary of findings and recommendations, including the preferred data system and any enhancements to current tracking practices.
