The Town of Petersham seeks proposals from qualified individuals or firms to perform tasks associated with the MVP Action Grant Project titled, “Community Resilience through Emergency Communication Planning.” The project consists of creating an emergency communications plan that includes, but is not limited to, development of (1) phone trees and an activation plan, (2) comprehensive list of emergency call numbers, (3) a Petersham radio network with map coverage and resource locations for cell phones, police and fire emergency phones, Sat phone/Ham radio, RF radio sets/walkie-talkies. The purpose of the Petersham Emergency Communications Program is to enhance the town's ability to communicate, inform, and respond to residents when town-wide emergencies arise due to more frequent and powerful climaterelated events. Main tasks will include, among other things, outlining clear objectives, processes, and strategies for delivering information in an emergency, include details on how to deliver messages through electronic and non-electronic-dependent means of communication, and determining roles and responsibilities for those delivering messages to the public, and make recommendations for communications equipment purchases or upgrades. Pilot testing/ proof-ofconcept programs will also be included for: Adoption of the Town's Code Red system, for tests of potential outreach systems & equipment and for tests of emergency response capabilities particular to fire, flood, or farming.
