Specifications include, but are not limited to: 3.1 LOCATION AND GENERAL BUILDING REQUIREMENTS: a) The facility must be located in an area close to Nubian Square in Roxbury, within the City of Boston. b) The facility must be easily accessible to major Boston roadways or arteries, and must be near a public transportation (MBTA) bus route, subway stop, or commuter rail station. c) The facility/Vendor must not have any outstanding building violations issued from the City of Boston Inspectional Services Department. d) The facility/Vendor shall be current on property taxes with the City of Boston. e) The facility/Vendor must provide adequate continuous hot and cold water in the restroom areas. The facility/Vendor shall be current in all bills with the Boston Water and Sewer Commission. f) The leased premises and associated entrances, restrooms, and amenities, both internal and external, must be compliant with all standards of the American with Disabilities Act and with all federal, state, and/or local building code regulations. g) The facility must be appropriately heated/air-conditioned. From September 15 through June 15, the temperature must be at least 68° from 7:00 a.m. through 11 p.m., and at least 64° from 11:00p.m. to 7:00 a.m., in accordance with the Health and Sanitary Code. h) The facility must be equipped with working sprinkler system and smoke detectors. i) The facility must be free of hazardous material. j) Air contaminants (e.g., dust, vapor, fumes, gases) must be contained at less than harmful levels and must be controlled through ventilation, filtration, and/or removal of the contaminant. 3.2 INTERIOR OFFICE REQUIREMENTS: a) The office space shall be contained on one (1) floor, preferably located on first floor. b) The office space must have an area measuring approximately 3,800 square feet, consisting of sufficient working space for at least 15 people, including a conference or meeting space. c) The office space must have an area suitable for, or able to be converted to, a Conference Room or Public Meeting Room of at least 800 square feet. d) The office area must be appropriately illuminated with ceiling lights for standard office operation. e) The facility must have, within the leased space, or in shared common areas two (2) tiled toilet areas (1 for women and 1 for men). f) The leased space must be secured with appropriate locks for the main entrance of the leased space and all individual office doors (if applicable) within the leased space. The Department shall have the right to replace and install, with prior approval of the Vendor (landlord), all door hardware and keying, within the leased space. g) All office space floors must be tiled or carpeted, with walls and ceilings freshly painted or cleaned. h) The area must be pre-wired with an appropriate number of electrical outlets to allow for the use of standard office equipment such as computers, fax machines, telephones, copiers, etc. i) The location must allow for the installation of telecommunications equipment such as network switches and wireless access points to allow for access to the internal City of Boston network. j) The Vendor must allow the Department to install a security system in the leased premises, including intrusion alarms, Access Control and Surveillance systems, if and where deemed necessary. k) The Vendor must allow for reasonable alterations of the office space to satisfy the operational needs of the Department (e.g., installing additional telephone jacks/electrical outlets, rearranging space by knocking down or putting up walls, rearranging furniture, etc.). The Department shall not make any alterations to the leased premises without prior written consent of the Vendor (landlord). Any allowed alterations shall be at the expense of the Department and shall conform to all applicable requirements of the Inspectional Services Department.
