Specifications include, but are not limited to: create a two-year professional development Leadership Institute for New Special Education Directors (Fewer than 5 years of experience in the role); The vendor must offer participants who completed the FY22 program the opportunity to continue with the year two curriculum. Each year of the program, the Institute will run for at least 62 hours. The vendor will identify the format in which the content will be delivered. Each Institute must offer the following learning opportunities each year: At least three days in the summer (2 consecutive days + 1 day, or 3 consecutive days) – at least 24 contact hours. Continuation and implementation follow-up sessions throughout the fall and winter – at least 22 contact hours. Follow-up sessions should be designed to provide opportunities for participants to discuss implementation of new knowledge and skills. Communities of Practice in the spring – at least 16 contact hours. The Institute will provide participants additional time and opportunities for technical assistance and coaching related to a Capstone Project. Capstone projects are expected to reflect the DESE Planning for Success model of data-based decision-making. The following professional skill/leadership outcomes are expected for the Special Education Leadership Institute. Participants will: have the opportunity to network with and learn from colleagues across the state; perceive and experience themselves as collaborative leaders and change agents in their districts/schools; understand and know how to apply principles of diversity, equity, and inclusion to impact systemic change.
