The Proposer will offer Deleader Worker or Deleader Supervisor training to 100 low to moderate income persons (80% or under of the Lawrence Area Median Income) under the Housing and Urban Development (HUD) Income Guidelines. The Lawrence Housing Authority residents have first preference. The Proposer is responsible for the following elements of the training course: Course content and presentation; education materials/training supplies; exams & certificates; The proposer will collaborate with a qualified healthcare or medical organization to complete the Massachusetts Division of Occupational Safety Medical Clearance Applications for Deleader Workers and Supervisors. This includes conducting and submitting all required medical tests and analytical reports for up to 100 individuals participating in the Lawrence Lead Hazard Control Grant Program. Proposer shall provide license applications and forms for the purpose of obtaining Massachusetts Deleader’s License from the Massachusetts Department of Safety at their Haverhill, MA location. The Proposer is responsible for eligibility screening of all participants and will provide documentation that each individual has met this requirement. The Training Provider must have the capability to give classes in English and Spanish. The course language requirements will be determined by the language spoken by the enrollees. The proposal must include a description of the support services that will be provided. These may include obtaining a lead worker license, job counseling, job placement, and follow-up consultations that will be provided to participants who have successfully completed courses. A report detailing the progressive training and employment status of enrollees shall be provided quarterly by April 15th, July 15th , October 15th and January 15th, until 100 persons have been trained or the contract ends whichever comes first. A final report shall be submitted on or before January 15, 2029 summarizing the above mentioned information.
