Specifications include, but are not limited to: It is the objective of the Commission to MGC to identify and then engage a consultant for implementation of an investigative program to conduct suitability inquiries of potential casino gaming licensees, vendors and employees. The purpose of the suitability inquires is to draw to the attention of the MGC any matter which may adversely reflect upon the suitability of the person and/or company, including their officers and close associates applying for a gaming license in Massachusetts. Services being procured on a Time and Materials basis include, but are not limited to the following: 1. Working with the MGC and other Massachusetts agencies to review and investigate the applications and other related forms used in the process to qualify gaming license applicants. 2. Conduct world-wide internet, media and other searches on the Applicants 3. Conduct inquiries with casino regulators and law enforcement sources in jurisdictions where the Applicant may be based, or may have been licensed (also to include any jurisdiction where a license application by the Applicant was denied or is currently pending). 4. Gather information on regulatory compliance history (including details of all regulatory infringements (i.e. nature of infringement, penalty, demerit points, etc), reputation with respect to character, integrity and honesty of Applicant, family/Social associations with unsuitable persons/organized crime, sources of finance and personal financial stability of the Applicant 5. Work with the MGC and other state agencies to carry out police and security vetting which may require subject persons to provide records of past criminal convictions, photographs, finger prints, palm prints, or retinal scans 6. Undertake appropriate checks on any Applicant or subject company to verify legal existence of the Applicant, and to identify its Directors and Shareholders 7. Check references and other sources to verify satisfactory performance and to collaborate particular information or claims 8. Conduct credit reference and other financial checks on Applicants 9. Review financial stability and viability of the Applicants 10. Review financial statements, bank statements and tax returns of the Applicants 11. Check for current or prior business affiliations of the Applicants
