Specifications include, but are not limited to: 3.6.1 Examination Development. Contractor will furnish services related to the development and administration of licensing examinations for the following types of professionals: Insurance producers, pursuant to M.G.L. c. 175, §162K; Insurance advisers, pursuant to M.G.L. c. 175, §177B; Public insurance adjusters, pursuant to M.G.L. c. 175, §172; and Auto damage appraisers, written portion only, pursuant to M.G.L. c. 26, §8G and 212 CMR 2.00. Contractor shall develop examinations, subject to the Division’s approval, for the following lines of authority: Life; Accident, health and sickness; Property; Casualty; Personal lines; Credit and limited line credit; Contractor shall also develop examinations, subject to the Division’s approval, for the following license types: Adviser – Life; Adviser – Accident, Health and Sickness; Adviser – Property; Adviser – Casualty; Auto damage appraiser; Public insurance adjuster. This list of lines of authority and license types are subject to change during the Contract. Contractor shall develop examination questions that will reliably measure the job-related knowledge of Massachusetts insurance license candidates. The examination questions should reflect pertinent Massachusetts laws and regulations relating to insurance, or in the case of auto damage appraisers M.G.L. c. 26, §8G. Contractor will organize and lead, with the Division and various subject matter experts, an annual meeting (which may be held virtually) to review contents of examinations (Exam Review Workshop). The Exam Review Workshop may be followed by a meeting (which may be held virtually) for all interested parties, including, but not limited to, providers, insurance associations and industry representatives (Industry Day). Contractor will assume all costs associated with the Exam Review Workshop and Industry Day. 3.6.2 Examination Requirements. In addition to reliably measuring job-related knowledge and pertinent laws and regulations, all examinations shall be offered in at least two languages: English and Spanish. Contractor must utilize a test development and review process that assures relevance for each question and must employ methods of review that provide reasonable assurance of the validity of each examination. Examinations should be psychometrically sound, using methods for setting and maintaining passing standards that are in accordance with industry best practices, using resources such as the Standards for Educational and Psychological Testing and the U.S. Equal Employment Opportunity Commission’s (EEOC) guidelines. The Division will review all examination questions prior to use and has the authority to modify or reject any examination question that contains subject matter that does not accurately reflect insurance laws, regulations or practices in the Commonwealth. Services related to the examination services for auto damage appraiser licensing candidates may be subject to the approval of the Auto Damage Appraiser Licensing Board established pursuant to M.G.L. c. 26, §8G. 3.6.3 Examination Registration. Contractor shall offer online test registration to licensing candidates, together with a secure electronic payment process, and Contractor shall accept registration by mail or in-person. Contractor will notify candidates in writing of deficient or incomplete registration forms within three (3) business days of receipt.
