Specifications include, but are not limited to: The State is seeking to achieve three (3) primary project objectives: 1. Minimize the inconsistencies which currently exist in HR policies and practices across State government, and implement practice, process and structural changes that will ensure the consistent application of best practices in the human resources function enterprise-wide. 2. Create an HR management system within OSER that identifies and supports the individual needs of State agencies and their use of locally assigned human resources staff. 3. Centralize the development, interpretation and implementation of HR policy statewide and eliminate unnecessary duplication of work efforts, thereby improving HR functions overall. The success of the project will depend upon ongoing cooperation and communication between the newly aligned HR functions and State agency management. The ultimate measure of success is the transfer of executive State agency HR functions to OSER on or before July 1, 2011, with minimal disruption to the delivery of effective HR services in State agencies. The project must be achieved, and all Contractor work products must be based, on the following assumptions: § The majority of HR agency staff will remain locally stationed § The alignment must be achieved and continue to operate within current budget constraints and utilizing existing personnel (i.e. no new personnel). § The alignment must be achieved with the goal of minimizing disruption to local agency HR services, building and maintaining trust among affected agency stakeholders. § The alignment does not anticipate the addition of new software programs or substantial IT infrastructure
