OVERVIEW Chelsea Public Schools (CPS) invites interested parties (the "Responder") to submit a statement of qualifications and proposal for consulting services to assist CPS with the implementation of an annual capital improvement and maintenance program. The initial contract shall be for three (3) years beginning March 15, 2026 and ending March 14, 2029, with two-twelve (12) month renewal options, each exercised at the sole discretion of the City of Chelsea. PROJECT DESCRIPTION CPS is seeking proposals from qualified firms to provide engineering and design services for Chelsea Public Schools' Facilities Management department. The services will include inspections and studies, development of bid documents and procurement management, design, project management and construction administration services for maintenance, repair and replacement projects for various CPS school buildings on an as needed basis. Work may include, but not be limited to: analysis, design and project and/or construction management for projects involving mechanical, electrical, plumbing and fire protection systems; structural renovations and repairs, outdoor facilities renovations and repair, exterior lighting and grounds improvements, interior renovations, exterior envelope elements, energy management and efficiency improvements, design and deployment of security systems (e.g., surveillance, intrusion), and deployment of maintenance contractors and in-house maintenance staff, for projects estimated to cost less than $300,000 or have a design fee of no more than $30,000 (The scope and value of design work shall be consistent with designer selection provisions as outlined by statue and subject to change). At times, work may be highly time sensitive or emergency in nature. Additional scopes of work may be added as needed. The Responder must have, as part of the team, the following disciplines: mechanical/plumbing engineer, electrical engineer, structural engineer, controls engineer, civil engineer, architect, and security specialist. Other disciplines may be added as needed. Services undertaken pursuant to a contract awarded to a successful Responder will be scheduled on an as-needed basis (per task orders) by CPS. The successful Responder will not have an exclusive contract with CPS for the provision of these services. CPS operates with an enrollment of approximately 6,200 at the following schools: • Chelsea High School, grades 9-12, average enrollment-1,525, constructed in 1996, addition in 2002, approximate sf-329,000 • The Williams Middle Schools Complex (Wright and Browne Schools), grades 5-8, average enrollment-1,100, constructed in 1996, approximate·sf-139,000 • The Clark Avenue Middle School, grades 5-8, average enrollment-645, constructed 2018, approximate sf-115,000 • The Mary C. Burke Elementary Complex (Hooks, Berkowitz, Sokolowski, and Kelly Schools), grades 1-4+, average enrollment-2,100, constructed in 1996, approximate sf 247,000
