1. Assist the Town in surveying the marketplace to determine if the current carriers’ proposed rates are competitive with other carriers’ rates, including but not limited to the GIC. 2. Advise the Town of changes in federal and state legislation that may have an impact on the costs of benefits to the Town 3. Advise the Town regarding emerging factors concerning retiree group health obligations, both current and unfounded. 4. Advise the Town of innovative products and processes new to the market. 5. Advise the Town in analysis of annual premium changes. 6. Advise the Town regarding the enhancement of benefits that might be financially feasible to add to the Town’s Health Insurance Plan. 7. If needed, assist the Town in all aspects of preparing a Request for Proposal for employee/retiree healthcare coverage and/or dental coverage. Analyze the proposals submitted in response to the RFPs. Analyze and interpret data from current and/or future careers. 8. Annual development of short- and long-term benefit strategy and goals (1 – 3 years) 9. Monthly monitoring of claims 10. Attendance at the Town’s Insurance Advisory Committee, or PEC, meetings. As well as any other meetings as needed, including but not limited to, meetings of the Board of Selectmen and employee benefit informational meetings. 11. Interface with health care providers 12. Quarterly financial and utilization reviews with executive summary 13. Monthly experience reporting 14. Monthly monitoring of large claims 15. Modeling for specific deductibles (stop-loss) 16. Assist the Town in negotiating wellness services as part of its employee health benefits plan 17. COBRA Administration 18. Provide guidance to the Town regarding reporting timelines and procedures under the Affordable Care Act and advise and assist with other federal mandates 19. Provide resources to ensure compliance with legal requirements in offering reimbursement accounts, including but not limited to FSA, HRA and HAS 20. Provide training opportunities in current and emerging industry topics via webinar and inperson
