Specifications include, but are not limited to: The process utilized by the Department for assessing public safety concerns and determining service needs is initially accomplished by placing all newly committed youth in an Assessment Program. Assessment programs provide the setting and staffing for conducting a comprehensive evaluation of each youth’s education, medical, behavioral health and offense history. Information gathered during the assessment placement is reviewed by Regional Review Teams (RRT) that determine the initial placement and service plan. The Assessment programs being bid must provide a full range of services including security, positive behavioral supports, clinical, health, recreation, family support, facility operation and residential or community transition as described in more detail below. The selected bidding agency will be responsible for all aspects of the 24-hour operation of the program and will be expected to maintain compliance with the RFR and contract bid requirements throughout the life of the contract. Education services and assessments will be delivered by Commonwealth Corporation.
