The Green Communities Division within the DOER is seeking a contractor (Contractor) to review Annual Reports submitted by its designated Green Communities. Green Communities submit annual reports via a webform within MassEnergyInsight (MEI). MEI is a free web-based tool that helps Massachusetts cities and towns understand track and understand their energy use (https://www.massenergyinsight.net/). The Contractor will annually review approximately 295 Green Community reports, due by the first Friday in November. For each report, the Contractor is responsible for verifying submitted information, inquiring about potential discrepancies, and identifying data gaps. After reviewing, the Contractor will submit detailed comments and develop targeted follow-up questions for each report within the MassEnergyInsight reporting platform. The contractor will not interact with the municipalities during this review process; DOER staff will handle all communications with the communities. The Contractor will work closely with designated DOER staff, participating in weekly check-ins to ensure timely and effective communication.
