Specifications include, but are not limited to: This contract is for pre-campaign services and a fundraising feasibility study only. The fundraising campaign will be a future contract. The agency previously funded research studies to identify whether there would be a need and audience for a Wisconsin Forestry Education Center (official name to be determined by the center's future Board of Directors) in Milwaukee County among school groups, statewide residents, regional families and tourists. While the results of those studies gave a green light for continuing to plan this new facility, what is needed now is research to determine whether private sector funding would be available to fund the project (estimated need: $60 - $70 million). This fundraising effort faces some major challenges, including the current recession. Due to state budget shortfalls, state government funds are not available for this project. The Board for this organization has yet to be named, but it is anticipated there will be 6-12 board members within the upcoming year. See section 1.2.5 below for a brief introduction to the overall project.
