1. Non-Insurance Dependent Clinical Care • Provide individual and group counseling services to WPD personnel without reliance on thirdparty insurance billing. • Ensure services are free at the point of care for department members and their families when appropriate. 2. Short-Term Residential Placement • Maintain the ability to admit officers into short-term residential care programs at no cost to the officer or the department. • Provide immediate access and assistance with intake, transportation coordination if needed, and discharge planning. 3. Licensed and Culturally Competent Clinician • Must be an independently licensed mental health clinician (e.g., LICSW, LMHC, PhD/PsyD). • Must demonstrate cultural competence in working with law enforcement personnel, including a familiarity with the unique stressors of policing. 4. Collaboration with Peer Support Team • Attend and actively participate in monthly consultations with the WPD Peer Support Team. • Provide ongoing clinical guidance, review of cases (while preserving confidentiality), and input on team operations. 5. Critical Incident Response – 24/7 Availability • Be available 24/7 for critical incident response in partnership with the Peer Support Team. • Offer real-time telephone consultation, in-person support, and coordinate defusing and debriefing sessions following traumatic events. 6. Crisis Intervention Services • Provide emergency call back and crisis intervention services on a 24/7 basis. • Offer priority placement in residential treatment programs as clinically indicated. 7. Critical Incident Stress Management (CISM) Training • Deliver CISM training in alignment with: o M.G.L. Chapter 233, §20M o The International Critical Incident Stress Foundation (ICISF) standards o Massachusetts State Peer Support Network guidelines 8. Proactive Mental Health Support • Provide individual counseling sessions in a confidential setting (space provided by WPD). • Offer proactive, ongoing counseling for individual officers and teams to build and sustain resilience and mental fitness. • Support both reactive and preventative mental health care models. 9. Phone Consultation and Referral Services • Offer unlimited phone consultation to WPD Peer Support personnel and command staff as needed. • Refer officers to higher levels of care when clinically indicated and facilitate smooth transitions. 10. Administrative and Logistical Support • Assist with coordination of off-hours communication with Peer Support Team. • Facilitate or coordinate hospital admissions, when necessary. • Document services and maintain secure, confidential records per ethical and legal guidelines.
