The Lowell Housing Authority seeks a qualified, registered/licensed and insured electrical engineer to provide independent building and site engineering services. Stamped plans are required for any projects that may result. Depending on the scope required to meet the electrification requirements stated below, this Request for Qualifications (RFQ) requires formal request for services pursuant to Massachusetts procurement laws (Mass. Gen. L. c.7C, §§44-58) and HUD regulations (2 CFR 200.300 et seq.). Architectural and Engineering (A&E) design contractors (“Designer(s)”) will provide architectural, mechanical, electrical, mechanical and plumbing drawings as applicable and specifications that are generally based upon the scope of work defined on the Request for Qualifications (“RFQ”) documents. The phases of work may include forensic discovery of units to select the units to be addressed to determine the overall scope of work. This is to be carried out by the Designer. Responsibilities will include schematic design, bidding and construction documents with minimal bidding assistance*, submittal approval, construction administration, weekly site and construction meetings and meeting notes, and related tasks., but actual renovations may be in fewer units based upon budget. Virtual meetings using Teams, Zoom or similar platforms may be used where appropriate. Up to 24 site meetings or visits, plus meetings for kickoff and substantial (99%) and final completion. Each unit will require at least three (3) milestone, quality/code compliance site visits, such as the for the rough and electric inspections with the Authority Having Jurisdiction (AHJ – the Lowell Inspector of Wires) and final inspection.
