Specifications include, but are not limited to: A. Contractor Qualifications & Service Requirements: 1. The contractor must provide evidence of expertise of not less than five years as a drain cleaning and flushing firm. This evidence must include proof of a permanent facility including the address and the number of employees with the ability to perform this function. 2. The contractor must have the proven ability to provide a truck mounted drain cleaning jet flusher or vacuum flusher with operator, capable of producing 1,500 PSI of water pressure through the cleaning hose. The same truck should have a minimum of a 1,000 gallon water reservoir for drain flushing purposes. The experienced operator should be familiar with freeing blocked or restricted drains. The contractor shall report to the School Dept. Coordinator of Building and Grounds or designee at specified location within the city of Worcester within two to twenty-four hours notification, however emergency service shall require the contractor to respond to the school location within two hours of notification. Emergency telephone numbers and vendor contact personnel shall also be provided. A statement specifying the vendor’s ability to provide such service requirements will be required by the Worcester Public Schools prior to award. 3. The contractor may be required to have their drain flushing equipment inspected by School Dept. staff to verify proper air gaps are in place. All trucks using City potable water or hydrants to fill onboard water supplies during drain flushing operations are required to have proper backflow protection. 4. In addition to WPS, all other City departments may use this contract at the unit prices listed. B. Performance requirements; 1. The contractor will be required to show to the satisfaction of the School Dept. that the drain cleaning or jet flushing is effective and completed in a timely manner. A performance period of sixty consecutive days from the day the contract is signed will be used to verify performance. 2. Periodic evaluations will be conducted by the School Dept. to assist in determining contractor performance and adequacy. 3. Should the contractor fail to maintain an effective level of performance, the City reserves the right to terminate the contract upon 30 days written notice to the contractor; such termination shall be without penalty to the City of Worcester.
