Specifications include, but are not limited to: The selected Bidder shall produce an Affirmative Market Analysis and Disparity Study to assess, quantify and evaluate the prevalence, magnitude and extent of marketplace discrimination, if any, against minority business enterprise (MBE), women business enterprise (WBE) and disadvantaged business enterprise (DBE) firms (collectively, M/W/DBE programs), regarding participation in state and Federally-funded highway, transit, and airport construction and design, goods, non-technical services and concessions. Included in this context are projects funded by the Commonwealth of Massachusetts and/or the Federal Highway Administration (FHWA) and/or the Federal Transit Administration (FTA) and/or the Federal Aviation Administration (FAA).
