1. Compare alternatives for long-term protection for projects funded by CPA under the HP category, including permanent and temporary preservation restrictions, local historic districts, covenants, liens, or grant agreements with claw-back provisions. Evaluate the feasibility of compliance for various types of grantees and projects, and the effectiveness of the alternatives for meeting historic preservation goals and securing public benefits so that they comply with the Anti-Aid amendment. Recommend to the CPC general conditions for historic preservation grants that would be applicable to all projects or to specific categories of projects (based on type of asset, cumulative size of project, ownership, or use). 2. Develop program guidelines for historic preservation grants to private residential, commercial, and institutional property owners, identifying appropriate limitations and requirements to ensure that the program is available and beneficial to the public. Provide recommended guidelines for a potential historic preservation small grant program to supplement Housing Rehab assistance that includes procedures for coordination with HPC. 3. Recommend procedures for monitoring existing preservation restrictions that have been recorded on previously-funded historic preservation projects. 4. Evaluate options for enabling public access to the interior of institutional buildings that receive grants for structural, ADA, or other code compliance and safety improvements. Identify potential types of agreements or conditions that can secure the intended public benefits.
