Task 1 – Data Supply Chain Research Research will be conducted to identify and study other data supply chains in other states and organizations. This research will be applied to recommendations for improving the existing MSDI data supply chains, as well as developing a model for future data supply chains. The tools used to support data supply chains in other organizations will be part of the research effort for this project. Those tools will be evaluated to determine if they have applicability for the MSDI data supply chains. Task 2 – Data Supply Chain Evaluation An evaluation of the two existing MassGIS data supply chains will be conducted. This evaluation will examine the current state of the data supply chains and will document the technical and process aspects of each. The evaluation will determine what is working and not working with regard to each data supply chain. The strengths and weaknesses of each workflow will be examined and documented. The tools that are used in the various steps of each workflow will be documented and assessed. The documentation of existing data supply chains for parcels and addresses is an expected deliverable. Task 3 – Recommendations for Existing Data Supply Chains The work in Tasks 1 and 2 to evaluate the existing data supply chain workflows and the tools used to support those workflows will be used to develop recommendations for improving the two existing data supply chains. The recommendations will be delivered and presented as an implementation plan for improving existing data supply chains. Task 4 – Roadmap for Future Data Supply Chains The work to evaluate existing data supply chains and recommend improvements will be used to create a final roadmap deliverable that will guide MassGIS and the Massachusetts geospatial community in developing data supply chains for additional MSDI Framework data sets. The roadmap will include elements related to process and technology, and will lay out a model that can be customized to fit most, if not all, MSDI Framework data themes.
