Please note: This is a Sole Source Notification. Selected Grantee: Massachusetts Clean Energy Center (“MassCEC”), 294 Washington St., Suite 1150, Boston, MA 02108. Grant Amount: $10,000,000. MassDEP reserves the right to amend the underlying grant award contract to increase the total grant award amount should additional funds become available during the life of the contract, provided that there are no material changes to the scope of the services provided. Purpose of Grant Funding: To facilitate the launch and expansion of the Massachusetts Medium and Heavy-Duty Vehicle Charging Hubs Program. Under its enabling statute, MassCEC has the ability as a quasi-state agency to develop, implement, and administer innovative clean energy program offerings on an expedited basis, and also has the unique capability to solicit and select strong local and regional partners to deliver critical charging infrastructure through the MassCEC RFP process to implement and administer this Commonwealth-wide and comprehensive Program. In light of MassCEC’s track record as an established administrator of clean transportation programs, its flexible procurement mechanisms, and deep institutional understanding of the clean transportation landscape and its related stakeholders and regional and sectoral needs, MassCEC is uniquely situated to execute the Massachusetts M/HD Charging Hubs Program. For the foregoing reasons, MassDEP believes that this Best Value Grant Award is fair, reasonable, and in the best interests of both the Agency and the Commonwealth.
