Specifications include, but are not limited to: The Department of Youth Services seeks to procure five, individual, regionally based contracts under this Request for Response (RFR) to comprise the Department’s statewide Community Services Network (CSN). The CSN shall focus on supporting DYS youth and their families throughout the continuum at critical re-entry and stabilization points including transition from residential placement to the community, stabilization in community settings and transition from DYS – either at discharge or termination of YES. Responders may apply for consideration for one or more than one of the five regional contracts. Sub-contracting is permissible, subject to approval by the Department. If a Responder subcontracts with another non-profit provider, the subcontracted staff salaries shall be commensurate with like positions within the primary contract. It is preferred that Responders align their holiday operations – in the primary contract as well as in any subcontracts – with the established DYS holiday schedule. These holidays include: New Year's Day Martin Luther King Jr. Day Presidents' Day Patriots' Day Memorial Day Juneteenth Independence Day Labor Day Columbus Day Veterans’ Day Thanksgiving Day Christmas Day
