Specifications include, but are not limited to: Conduct approximately 750 full complete landline and 6750 full complete cell-phone interviews each calendar year. The actual number of surveys to be completed may vary yearly based upon available funding. This contract will start November 30, 2023 to allow for set up time for the 2024 survey, which begins January 1, 2024. All costs, including, but not limited to, start-up costs, should be included in the call rate. Survey start-up activities include: Assist Department staff in the final stages of instrument development: a) survey translation, b) program the questionnaire, c) conduct a pretest of the CATI system-generated questionnaires using the specifications and instructions included in the BRFSS User’s Guide and subsequent numbered policy memos to be supplied to the Contractor by the Department. The pretest shall consist of the Contractor inspecting and editing the survey instrument in addition to checking for such things as appropriate skip patterns and correct question content. Copies of the programmed questionnaires and CATI program shall be provided to the Department for addition, inspection, and editing. These pretests must be completed prior to the commencement of the interview field period. Final order and wording of questions on the questionnaire is at the sole discretion of the Department. Implement the sample design and manage the sample from CDC sources as directed by the ODMOA Program Director and present a plan to maintain response rates. Develop interviewer scripts and protocol to deal with respondents’ questions, concerns, and initial refusals, and submit for the Department’s approval. Ensure on-going quality of survey delivery, including: Minimize the percent of partial-complete interviews - these partial-completes are not included in the required number of surveys (see #1 above). Train interviewers prior to the commencement of each new survey instrument using appropriate training materials. Call selected landline and cell phone numbers in the sample up to eight times to select an eligible respondent in accordance with the BRFSS protocol. The protocols require that the attempts be allocated to 40% weekday (9am-5pm), 40% weekday evening (5pm-9pm), and 20% weekend. All calling attempts must be made based on Eastern Time. Hand-dialed (not automatic) is the preferred dialing method for landline and required for cell phone. Perform random systematic and unobtrusive monitoring of interviews and interviewers on a routine basis. Onsite monitoring shall include both telephone monitoring of the interaction between interviewer and respondent and monitoring of the responses keyed into the CATI system by the interviewer. All interviewers shall be monitored monthly. Remote monitoring shall be available so that the Department can monitor from offsite. Eligible persons who initially refuse to be interviewed must be contacted at least one additional time and given the opportunity to be interviewed, except for special circumstances as outlined in the BRFSS User’s Guide and determined by the Department. Ensure accurate questionnaire data and timely and complete delivery of data: Assign final disposition codes according to rules set by CDC. Take measures to assure and maintain confidentiality of all respondents. Exclude personal identifiers in each data set and maintain all personal identifiers in a secure location for a period of time to be mutually agreed upon between the Contractor and the Department. The Contractor will immediately notify the Department in the event there is reason to suspect a breach of confidentiality. Format all data following CDC’s Data Submission Layout. Edit data on a monthly basis, using the Windows-based OneEdits editing program(s) provided by CDC.
