PHASE :1 Feasibility Study Identify key project elements in sufficient detail to allow for a feasibility opinion of all project costs by an independent estimator including: A Building addition to allow for improved compressed air production and aeration services. Expansion of the adjacent chemical room to allow for future large equipment and the possibility of tank replacements. Compliance with current building codes. Replacement and relocation of the generator. This may likely need to be expedited due to the possibility of engine failure. Site grading to allow maintenance and fire department access. Additional plumbing, HVAC, controls integration and electrical services as needed to support the expansion. Impacted by the addition, replacement of the existing EPDM roof. Complete Phase 1 and seek Spring 2026 Town Meeting approval to proceed with Phase 2 at a minimum. With the construction cost expected to exceed $1.5m, the Town shall appoint a qualified individual to fulfill the role of an Owner’s Project Manager (OPM) as required by State law, at a minimum for the Phase 1 feasibility study. Depending on staff availability, the timing of transitioning to a contracted OPM service will likely be finalized during this phase. PHASE 2: Programing thru Schematic Design, Estimating, & Budget Development Services shall include but not be limited to: 1) Conduct a thorough inspection of the existing building conditions and project documents that will serve as the basis for the proposed expansion. 2) A general civil engineering analysis which may include soil sampling for foundation and civil work preparation. 3) Develop a detailed list of process and mechanical equipment that will require replacement. 4) Generate a concept design to illustrate general issues of equipment layout, volumes, addition elevations, site modifications that may affect the generator placement and fire department access. 5) Evaluation of local, state and Department of Environmental Protection’s codes and regulations that would apply. It might also be that 521 CMR might trigger an upgrade to accessibility features. 6) Assistance with the preparation for and presentation to town boards and town meetings. 7) At the completion of the schematic design, provide a cost estimate of construction and owner’s development costs. The goal would be that sufficient detail is included to estimate the remaining funds anticipated to complete the project.
