The Contractor will provide a staff and compliance solution to assist the Finance
Department and Health Department with day-to-day activities as they relate to the CARES
Act, FEMA-PA, ARPA, and any other current or future federal acts that may provide
disbursements to the City and assistance in applying for FEMA-PA reimbursement and
assistance in reporting CARES Act spending, both relating to the COVID-19 pandemic. In
addition, the Contractor will create audit files for both FEMA-PA and CARES Act, with
work papers and all supporting documentation for an external federal audit. The files will
be stored in a separate box for each federal funding source. The files will be submitted to
the CFO/Auditor for review and the Contractor may be asked at any time to explain their
methodology and how their documentation meets compliance.
The Contractor shall assist in designing and building out new processes, forms,
schedules, or other methodology across departments to enhance efficiency of CARES
Act, ARPA, and FEMA-PA related activities pertaining to the COVID-19 pandemic.
Statewide
