Specifications include, but are not limited to: A highly qualified technical writer for writing specifications for TORFPs that must be competitively bid to ensure a positive outcome for the State. There is an immediate need for specifications for business systems that contain IT components and IT specifications for the Office of School and Community and Nutrition Programs. This is a temporary position and there is a tight deadline that must be met for completion of documents. Prepare and edit solicitations gathering requirements that meet state standards using existing templates. Contractor must meet proposal deadline by establishing priorities and target dates for information gathering, writing, and review. The selected Contractor shall maintain quality results by using templates; following proposal-writing standards including readability, consistency, and tone. Final approval of key providers and project managers shall be obtained before document is forwarded to the Procurement staff. Work with business staff and procurement to have document approved for release to the public. The ability to clearly and logically explain highly technical IT-speak into plain English for users, as well as, the ability to take plain English and convert to highly technical IT requirements is critical. The MSDE is anticipating that the Contractor will work 8 hours per day for approximately 120 days not including State holidays. This is an estimate of the time needed for three high priority solicitations.
