5.1 Portfolio Assessment – The Commission owns over 2,500 residential units located in 20 properties listed in Appendix A. The Contractor will perform an initial assessment of the Commission’s portfolio, as requested, that will include: 5.1.1 Conduct preliminary review of the portfolio. This will include an inventory of systems, and key features relating to energy use; 5.1.2 Provide recommendations for standards for equipment and systems; 5.1.3 Provide recommendations for priority of future property upgrades; 5.1.4 Identify potential funding strategies; and 5.1.5 Identify potential at site for solar and other renewable energy installation. 5.2 Property Services – The Contractor and Commission will identify properties to perform a full scope of energy and green building services. The property specific services to be performed by the Contractor include: 5.2.1 Conduct energy audit and diagnostics of specified property; 5.2.2 Assess current systems and operations; 5.2.3 Create plan for green building and sustainability improvements; 5.2.4 Create resident and building operation and maintenance manuals; 5.2.5 Conduct compliance testing and monitoring as needed; 5.2.6 Identify potential funding opportunities and assist Commission in completing applications or documentation as needed; and 5.2.7 Identify opportunities for solar and other renewable energy on site, and provide assistance as needed in evaluating financing options. 5.3 Rehabilitation Consulting – The Commission may from time to time be planning for other renovation or rehabilitation work. The Contractor will act as an energy consultant, when requested, participating in the creation of the rehabilitation scope and in the procurement of financing. 5.4 The Contractor shall perform tasks that are incidental or related to any of the above duties.
