Specifications include, but are not limited to: This is an Energy Savings Performance Contract, and the work to be performed under this contract consists of furnishing all labor, materials, and equipment necessary to convert County-owned streetlights on Attachment A to Light Emitting Diode (LED). Theses lights are mounted on metal and fiberglass poles ranging in height from 12 feet to 30 feet, with a small number of the lights mounted on bridge parapets. All of the lights are underground-fed and while most are direct-buried, some are mounted on concrete footers and are equipped with a hand-box. Power may be disconnected through a handhole, located approximately 24” above ground. All electrical work shall be performed under the supervision of a licensed master electrician. Upon completion of the work, all handhole covers shall be securely refastened to the pole to prevent unauthorized access inside the pole, potentially resulting in safety and liability concerns. All missing handhole covers shall be accurately noted in the field and reported to the Contract Administrator in a timely manner. Additionally, the Contractor shall report all inventory inaccuracies and discrepancies discovered in the field to the Contract Administrator in a timely manner. 5. Detailed Specifications 5.5.1. Remove/Replace 5.5.1.1. Luminaires removed shall be replaced the same day 5.5.1.2. The replacement luminaire shall meet all requirements specified under “LED Luminaire Specifications” of Attachment A, unless otherwise specified by the Contract Administrator 5.5.1.3. The Contractor shall ensure the replacement luminaire is securely in place before leaving it 5.5.1.4. The Contractor shall thoroughly remove all debris prior to installation of the replacement luminaire 5.5.1.5. The Contractor shall thoroughly inspect the tenon to ensure there is no visual sign of failure before installing the replacement luminaire. Any such concern shall be promptly reported to the Contract Administrator 5.5.1.6. Before leaving site, the Contractor shall ensure there are no live wires exposed under any circumstances 5.5.1.7. The Contractor shall test all metal poles for contact voltage and shall promptly report to the Contract Administrator any and all readings exceeding 5 volts. The cost to perform this task shall be considered incidental and included in Contractor’s price for other items of work. 5.5.1.8. In the event that tree-trimming is required in order to remove/replace a luminaire, the Contractor shall provide two (2) feet of clearance around the luminaire, , unless otherwise directed by the Contract Administrator, at no additional cost to the County 5.5.1.9. Poles shall be marked as directed by the Contract Administrator upon completion of work 5.5.1.10. All handhole covers removed by the Contractor shall be securely fastened prior to leaving site. The Contractor will be provided with surplus handhole covers that shall be used in case of a missing handhole covers, at no additional costs to the County 5.5.1.11. Montgomery County lights are identified by individual tags (pole number), mounted on the pole, approximately 10’ above ground. The tags are unique for the particular street. The Contractor shall use GPS devices in addition to pole number to ensure crews are deployed to the correct site. In case of a missing pole tag or conflicting field and office information, the Contractor shall promptly advise the Contract Administrator.
