Specifications include, but are not limited to: 1. Review and analyze the current Statewide Fuel Management Program and Contracts. 2. Conduct a study of the State’s current and previous fuel management program. 3. Provide an analysis to determine if the program’s current method of operations is the most effective manner in which to manage the program. 4. Conduct a detailed analysis of the services that are included in the current fueling contract and recommend which of the specific service requirements are in the best interest of the State, which of the listed contracted services should be maintained, eliminated or carried out “in house” by the DGS Fuel Management Office. As a part of this analysis, Consultant will also determine the number of work orders/delivery tickets that are generated annually by the program. 5. Provide an analysis of the State fueling program’s current billing, payment and collection terms and procedures. Based on their findings, the consultant will provide recommendations that will lead to an improvement in the operational effectiveness of the program and an improvement in the billing and payment procedures that will be more economically advantageous to the State. 6. Analyze the current fee structure for periodic repairs and maintenance services that are provided to the State’s 131 fueling sites and then provide an assessment and recommendations that will be economically advantageous to the State.
