Specifications include, but are not limited to: SMS Program Management: 2.3.1 The Contractor shall Prepare a safety management plan that contains MDOT MAA’s safety policy, safety assurance plan, safety risk management plan, and communications plan for safety promotion. 2.3.2 The Contractor shall support MDOT MAA by specifying and identifying safety and system assurance requirements per industry standards, guidelines, and best practices. 2.3.3 The Contractor shall Provide staffing support for Quality Assurance audits, inspections and work processes. 2.3.4 The Contractor shall provide key staff with experience in safety and systems assurance support. Key staff members (i.e. Key Personnel, See §3.10) shall include: A. Program Manager – Must be available and able to commit resources on behalf of the organization. B. SMS Professional C. Safety Manager D. Data Management Specialist E. Risk Management and Loss Control/Worker Compensation & Claims Specialist/Transportation Insurance F. Specification/Standard Operation Procedures/Emergency Operation Procedures Development Technician/SME G. Fireline System Safety Engineer H. Quality Assurance & Quality Control Specialist Project Design and Construction: 2.3.5 The Contractor shall support the OSRM during the project development phase and provide input to design and construction documents as required 2.3.6 The Contractor shall review construction specifications and recommend requirements to provide a suitable level of safety and systems assurance for airport projects. At a minimum, these shall include proposed safety systems assurance analyses, quantitative risk assessment (QRA), with a specific goal for risk reduction. The Contractor shall also utilize cost benefit analysis principles to prioritize corrective actions. 2.3.7 The Contractor shall Conduct risk assessment on projects prior to the start of construction activities 2.3.8 The Contractor shall Conduct Failure Mode Effects and Criticality Analysis (FMECA) as needed 2.3.9 The Contractor shall Conduct job hazard analysis on projects prior to the start of construction activities
