Specifications include, but are not limited to: The following factors shall be considered mandatory for all prospective Offerors submitting a proposal. Proof of this experience must be provided as part of the Technical response. If any mandatory requirement is not met, the proposal will be deemed unresponsive to the needs of the University and will not be considered. A. Offeror must download and provide the University with the completed Educause and Higher Education Cloud Vendor Assessment Tool (HECVAT) found at: https://library.educause.edu/resources/2016/10/~/media/files/library/2019/10/HECVA TFull210.xlsx. The document must be provided electronically in its original format and must be submitted with its technical proposal. The offered product must have the flexibility to assign granular security access to capabilities and information within the system based on roles. Describe the capabilities of the system to assign role-based permissions. C. The Offeror’s proposed solution must offer a minimum of a) automated proctoring, b) automated proctoring with review by trained and certified proctors, c) live proctored exam sessions also with trained and certified proctors. D. The Offeror’s proposed solution must support one or more methods of fully automated user account provisioning. Describe the extent to which users must be setup in advance, and what methods are available to automate the provisioning and de-provisioning of user access, including the set up of accounts, and assignments of roles. E. Offeror’s system must have capability to provide notifications of review process completion and finding of said reviews are to be available to faculty within 72 hours of a student concluding the exam. F. The Offeror’s proposed product must have been implemented in a higher education environment for more than two years at an institution with enrollments and program and course offerings comparable to the University of Baltimore. G. Browser Support and System Interoperability a. Email functionality provided by the Offeror’s system, or any third party, must be compatible with Microsoft Office 365 Exchange Online Protection. b. The Offeror’s proposed solution must be entirely browser based and support all current versions of popular web browsers (IE/Firefox/Chrome/Safari) and one previous version. c. The Offeror’s proposed solution must allow access for assistive technology, such as screen readers. H. System Features a. The Offeror’s system must have a lock-down browser with the flexibility to allow access to certain sites, such as e-books, web sites approved for any exam, and or applications required to complete the exam available to students during the exam. I. System must have ability for the University to assign proctoring requirements on a class by class, exam by exam or student by student basis J. Technical Support a. Contractor must provide 24/7 registration and tech support.
