Specifications include, but are not limited to: 2.3.1 Energy Systems Management, Operations, and Maintenance. Provider will manage, operate, and maintain UMD’s energy systems throughout the NextGen Program’s term. UMD expects that Provider will be responsible for all campus central heating, cooling, and electric generation and distribution systems and UMD will be responsible for operating in-building energy systems. Precise points of demarcation will be defined in the RFP. Provider will guarantee the availability of heating, cooling, and electric supplies and the efficiency of energy conversion services, both of which will be backed by availability payment reductions or liquidated damages if either standard is not met. Provider’s performance will be evaluated according to detailed Key Performance Indicators (“KPIs”) and the results of system performance tests. 2.3.2 Capital Improvements. Provider will be responsible for designing, constructing, and commissioning of capital improvements that align with UMD’s long-term reliability, efficiency, resiliency, and sustainability goals. Provider will provide express warranties of the design, the conformance of the work to the design, the quality of work, and the new and defect-free condition of the equipment and facilities, as well as other warranties typically associated with UMD construction projects.
