Specifications include, but are not limited to: The Maryland Health Care Commission (MHCC) is issuing this Request for Proposal (RFP) to obtain a Contractor with consumer health care survey administration experience who will be responsible for the biennial administration, analysis of data, and reports of findings on family/responsible party experience of care in Maryland nursing homes. Under the provisions of Health-General Article §19-135(d), the Commission is required to: “develop and implement a system to comparatively evaluate the quality of care and performance of nursing facilities on an objective basis”, and annually publish the summary findings of the evaluation. The survey processes to be implemented under the Contract that results from this solicitation will collect information about the experience of care from families/responsible parties. Specifically, the Contractor will be responsible for carrying out all activities under the following categories: pre-survey, survey administration, response and data analysis, production and distribution of annual facility, statewide and methodological reports, and public use dataset development.
