The Department of Homeland Security (DHS), U.S. Citizenship and Immigration Services (USCIS) is issuing a Request for Proposal (RFP) for a fixed price Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to provide interpretation services. Performance will occur at the Contractor’s sites (which may include telework locations) and Government designated facilities, see Performance Work Statement for additional information. The Government anticipates multiple awards of three to five IDIQ contracts but reserves the right to make a single award if it is in the best interests of the Government. The IDIQ contracts will include a minimum guarantee of $100,000. This RFP is issued as a full and open competition with a small business reserve for one of the awardees. Preproposal Conference
The Government has scheduled a preproposal conference on Monday, April 28, 2025 at 2:00 p.m. Eastern Time. The scheduled duration is 1 hour. Interested parties may submit questions in advance by email to the Contract Specialist (benjamin.t.fournier@uscis.dhs.gov) and the Contracting Officer (michael.p.hohahkwen@uscis.dhs.gov) by Thursday, April 24, 2025 at 2:00 p.m. Eastern Time. Amendment 0001
The purpose of this amendment is to provide response to questions received from interested contractors. See attached Question & Answer document. An updated conformed copy of the RFP package is also attached. The changes to the RFP package are on page 12, 107, and 133 correcting a typo on the Contracting Officer’s email. On page 110, the proposal package page limit has been increased to 25 pages. The proposal due date remains unchanged at May 8.
