Specifications include, but are not limited to: design and Construction of a new grade-separated interchange along I-95 and Belvidere Road in Cecil County, Maryland. The purpose of the project is to support both ongoing and planned economic development along the Belvidere Road corridor and to provide nearby distribution centers and freight hubs direct access to and from I-95. The new interchange will have sufficient capacity to carry projected vehicular traffic volumes, improve safety, provide full access between Belvidere Road and I-95 in all directions, and accommodate projected 2040 Design Year traffic volumes. This Project is the recipient of a FHWA BUILD discretionary grant which requires the federal funds to be expended no later than September 30, 2025. A Categorical Exclusion approval under NEPA is currently in progress. The total length of the project is approximately 3.75 miles, excluding ramp lengths and off highway Construction (such as the culvert to carry the mining conveyor system under the northbound I-95 ramps), and consists of the following sections:• A new loop ramp in the southeast quadrant of the interchange to provide access from northbound I-95 to Belvidere Road • A new outer ramp in the southeast quadrant of the interchange to provide access from Belvidere Road to northbound I-95 • A new loop ramp in the northwest quadrant of the interchange to provide access from southbound I-95 to Belvidere Road
