Specifications include, but are not limited to: This bid is being issued in order to establish a contract for the supply and delivery of heating oil by transport and/or tank wagon to FCPS schools and offices. a. Periodic samples may be taken in accordance with the procedures described in the ASTM Manual on Measurement and Sampling of Petroleum and Petroleum Products. The cost of testing a representative sample of a shipment for acceptance and compliance with specifications shall be borne by FCPS. If the shipment is rejected for failure to meet the requirements of the specifications or purchase description, the cost of testing will be charged to the vendor. b. Should a poor quality of oil (i.e., contaminated or dirty) be introduced into any tank, it will be the responsibility of the vendor to replace the oil and bear any costs for cleaning the tank. c. Heating oil and heating oil vendors and delivery contractors must meet all applicable federal and state standards and regulations for the products, transportation, taxation and reporting requirements. d. If the formulation of the heating oil changes in July, 2019 to Ultra Low Sulfur Red Dye, as prescribed in the COMAR specifications, FCPS will accept a change in the OPIS Daily Gross Rack Average Baltimore price, accordingly. e. The following specifications that are based on COMAR 03.03.05.04 -- Specifications for No. 2 Fuel Oil (ASTM D-396), as maintained by the Division of State Documents. No. 1 fuel oil is distillate oil intended for vaporizing pot-type and similar burners. No. 2 fuel oil is distillate oil for general purpose domestic heating use in burners not requiring No. 1 fuel oil.
